Nigeria's former top corruption cop tells AFW how forfeiting assets cost him his job

Nuhu Ribadu

It's difficult to say how much money has been lost to corruption in Nigeria. The late leader General Sani Abacha and his family alone are believed to have looted $5 or $6 billion, and only a fraction of the missing money has been recovered.

Nuhu Ribadu is a man all-too-familiar with the problems of graft, bribery, and corruption that have plagued Nigeria for decades. Ribadu rose up through the ranks of the Nigerian Police Force and in 2003 was appointed to head the newly formed Economic and Financial Crimes Commission (EFCC).

As head of the EFCC, Ribadu became the public face of Nigeria's new fight against corruption.

During his tenure, the EFCC brought charges against numerous high-ranking politicians and former politicians, governors, party leaders and reportedly even Ribadu's one-time boss. It also seized and forfeited billions of dollars worth of criminal assets.

But in late 2007, Ribadu was suddenly removed from his EFCC post and subsequently sent to study for a year. His removal from the EFCC was widely criticized by many in Nigeria and abroad, including Nobel Laureate Wole Soyinka. Ribadu has since been stripped of his police rank, and in December Human Rights Watch reported that he had survived an apparent assassination attempt.
 

We say when you fight corruption, it fights back. So it's fighting back and kicking me out. I am now living outside Nigeria, in the U.K.


Ribadu was given a public service award from the World Bank in 2008.

He has since left Nigeria and is living in England. We spoke with him following a discussion he had with Professor Lowell Bergman at the University of California at Berkeley Graduate School of Journalism. Below are excerpts from that conversation.

Q: Many believe that you were forced to leave Nigeria for doing your job. How did you decide to take that job and were you worried that something like that would happen when you started?

A: Well, yes. I think I was fully prepared for anything. I got the job in 2003. Before, I had been a police officer, and within my own limits I was doing just that — fighting corruption. My belief is that if you join the police force you will soon be ridiculed, especially if you intend to do it properly and correctly and you are honest about it. There's a responsibility [to fight corruption], not just in Nigeria but all over the world, especially where you have problems...We do have reputation of corruption, and [Nigeria is] a sad example of everything that is really wrong that is caused by massive corruption.

It's time for us to get to that, to somehow end all forms of irresponsible behavior in management and governance. It's a source-rich country that's made so much money from this very easy way — cheap money got into the country through the oil, particularly through the oil boom and so on. And then we had people who are running the country who are thoroughly unprepared, the military particularly. The whole thing, it was just a perfect storm.

By the time I was kicked out, we recovered more than $5 billion dollars in properties and money.


By the time I got the job things were extremely bad — very, very bad. When I got the job, the Economic and Financial Crimes Commission was not originally meant to fight corruption; it was to enforce the anti-money laundering laws and also the fraud laws. Originally nobody thought it was going to address the problem of corruption, but we made it so because others were not doing their work. And when you are fighting money laundering it is an umbrella and sort of covers all sorts of corruption and financial crimes. And corruption certainly is a predicate of money laundering. So, we started that. We decided to fight corruption. We went after the very big people who were doing it. We set up a system in which we were able to identify, trace and track assets. We followed government money. We brought so many people to justice. And we proved that it could be done. At the end of the day, by the time I was kicked out, we recovered more than $5 billion dollars in properties and money.

We say when you fight corruption, it fights back. So it's fighting back and kicking me out. I am now living outside Nigeria, in the U.K.

Q: You were sent for retraining for a year, then demoted after you were finished?
A: Well, I was in the school — the so-called school. They removed me from the office of chairman. They then demoted me from my rank. And finally, they dismissed me from my job, from the Nigerian police force, where I was working before the appointment as chairman of the EFCC. And they also charged me in court on a very stupid thing, for something that is very laughable even by Nigerian standards — that I did not declare my assets.

Q: And you have to declare your assets for your job?

I did. I have. They couldn't get anything so the easiest thing is to come up with this stupid thing.

Q: I think it is hard for people in the West who haven't been to Africa to understand the effect that corruption or kleptocracy has on a daily basis on the people there, in terms of poverty and underdevelopment. Could you talk about how the people of Nigeria are suffering?

A: Directly. In Nigeria and indeed Africa, and most of the places you have underdevelopment, it is a result of corruption. And when we talk about corruption we mean the resources that are to be used positively, for development, are being converted or diverted. They will be turned into very suspicious use, very negative — into few hands and the worst use.

Corruption can be directly linked with all atrocities and the horrific situations in Africa. Corruption is the reason why, for example, you have abuse of rights. The police will not work properly because the little money that comes in goes to corruption. And they go about abusing rights and stealing from the people because of corruption. Like you said, the moment corruption is involved in any transaction — whether it is construction, whether it's a contract — rest assured you cannot get quality and chances are it will collapse, it will not work. Corruption is responsible, for example, for lack of democracy, because with corruption you cannot have free and fair elections. And it will always be the corrupt people who will find their way, steal their way, back into power and continue to perpetuate it and remain in office.

That's why it's so easy for people to go into government to steal, because no one seems to think [the money] belongs to anybody.


Wherever you have corruption, you are not likely to have infrastructures, basics of society that will help society. It's not likely that you are going to have simple things, for example education, you are not going to get health institutions. It is going to compromise everything. For example, even people's ability to attract foreign investment and to do business  -- no society can develop where you have this kind-of reputation. Fundamentally the real effect of corruption is that money meant for development goes into the wrong hands and is used negatively. And Nigeria is a classic example of such a country.

Within a short period of time that we tried to address it, everything started getting a very strong footing and it was really beginning to address our problems.

Q: Did you find that people are afraid to stand up when thieves are the people in power?

A: They have massive tolerance, they don't even see it. They don't link and connect with that. Nobody seems to look at government money as their own money; there's a total disconnect with government money and the people. That's why it's so easy for people to go into government to steal, because no one seems to think it belongs to anybody. Even in Nigeria, if somebody is caught stealing they can burn him. But when you steal government money nobody seems to connect it and say, 'Well, it is my own money. It belongs to me.' Not yet. It is part of the problem. And then also, the powerful ones get away with things — not just stealing — they do what they like. In Africa the few rich learned that they can do what they like, they continue to control everything, they live like lords, and nothing happens to them. They are above the law.

Q: How did you find assets in these corruption cases?

A: It's the easiest thing you can do. To follow government money is not difficult because it goes through the banks and you can follow it If it's a contract, the moment a contractor is paid, you can follow his own bank accounts. And you can see where he is taking the money. It's not difficult at all. We set up a financial intelligence unit — to see the movement of money, both coming in and going out.

Q: Was it a hard decision to leave Nigeria?

A: Very, very. All my life I have lived there and worked. I'm very passionate about it. It's not easy for me to have left the country.

Yeah, a wonderful piece indeed! However, how come Ribadu didnt go to EFCC new head to handover properly, He did run as if he has something he is hiding and afraid of. What happens to the various allegations of properties owned by him him in Dubai and other countries. His collaboration with consultants to defraud the agency, the financial reports, the yearly audit of EFCC accounts and the donor grants. There are so many unanswered questions. If you live in a glass house, dont throw stones. Ribadu, well done, a brave officer, but, please resolve the issues raised above.

It's very unfortunate, for Nigeria that the likes of Nuhu should be treated in such a manner.

I am so surprise the way people eulogies u for a work that I can not remember how properly it was done by u. To start with, why were u unable to take the bull by the horn by probing Baba who everybody knew came to power with only N20,000 left as his life savings and was amassing wealth (our money, according to u) right under ur nose. Anyway, let's assume that its the proverbial case of, he who pays the piper...

May I know where the likes of Odili, Ibori, Igbinedion,Chimaroke and others in like criminal standing were, when u and ur criminal godfather Baba, singled out Dariye and Alamesiagha for massive probe and public disgrace out of office. I neither hold brief for them nor support their criminal characters for that matter but my question was why being ive? in case u dont know, ive justice is no justice anywhere, no matter how u look at it. Much as I have the slightest sympathy for u, people should stop addressing u for what u are not. u only lived on a borrowed rope and should be addressed as such.
The only credence that should ever be likened to u is that, u were the 1st EFCC Chairman, whether u had in mind to rid Nigeria of corrupt elites or to do the dirty jobs of ur employer, the dirty BABA is a different story altogether.
By parting word for u is that God will surely judge each and everyone of us according to our deeds, u are only wasting ur time, running from one country to the other because nobody is chasing u, how easily we all forget things, Almighty Nuhu, who neither respect nor recognize our court, is today seeking redress in the same court. am surprise u didnt consider it as corruption for u to be promoted without going thru due process, dont worry when the authority needs u, they will get u the way u were getting others, wherever they were.

Mr Nuhu Ribadu stuck out his head for Nigeria. He risked his life fighting corruption as practicable as had never been fought in the history of Nigeria. He risked all. See where it landed him. Nuhu never give up. You are a great man. I believe you had a calling to rescue Nigeria from the strong grip of corruption like Moses was used by God as a tool to liberate the children of Biblical Israel from the grip of Pharaoah of Egypt.

Or have we forgotten the female boss of NAFDAC who was similarly redeployed (I believe for being too effective at her job). I only have two questions for those who have been accusing Nuhu Ribadu of being used by Obasanjo against his (Obasanjo) opponents.
1) Were the so called opponents not trully corrupt?
2) How many person (Opponent or Supporter) has Yar'Adua been able to set EFCC after.
Let Yar'Adua at least go after his Opponents too, at least let us see him do something positive about fighting corruption. Nigeria is where it is today due to the myopic view with which we look at issue and our lack of thorough analysis of issue.
THERE IS ONLY A GROUP OF PERSONS THAT WILL CONDEMN NURU RIBADU AND THESE ARE THE CORRUPT ONES OR RELATIVES OF CORRUPT ONES WHOSE BENEFICIARIES HAD FACED THE MUSIC UNDER NURU RIBADU.

It's unfortunate that Nigerians hardly know their heroes while they are alive not until they passed away or assassinated we tend to remember and praise them. Let's look at Ribadu ongoing saga through binocular vision, should we praise the man or scorn him, to me I feel we should praise him for boldly confront the untouchables politicians that siphoned off hundreds of thousands of dollars in Nigeria.
Ribadu might not be that perfect man but remember we're human, only GOD is infallible, Ribadu made is mistakes and hopefully he will learn tangible lessons from what befall on him under OBJ administration. Many of us in diaspora praise this honorable man, fighting corruption in a country like Nigeria is an herculean task. we must hail Ribadu while alive as an hero not until he passes away.

The problem with leadership and policies in this country called Nigeria is that we personalise them.

Ribadu was doing a very good job, those of us that knoew him long ago as an ASP/DSP were proud to say we know him even if he has forgotten us.

The publicity and media coverage he got began to make him feel that he is indispensable, unfortunately, Obj exploited that to his own advantage, while Ribadu believed he was doing a job for Nigeria, Obj was allowing him access to those pieces of information that he wants him to have while keeping the rest.

There are so many people in this country that can even better Ribadu's achievements in EFCC, we just not to look for them the way some people sorted him and facilitated his appointment into that office.

Come to think about it, how did he get enough funds to move to London on studies considering the saying that the Police force is poorly paid?

Remember your foriegn friends will abandon you as soon as your stolen billions is gone and all those you helped OBJ destroy will be waiting to happly roast you over a slow fire.

For both good & bad comments about Ribadu have been digested. The fact remains that those that were prosecuted during Ribadu's reign are very corrupt. It does not matter if they are politically motivated or not. Let the new regime also prosecute those that are against him, but are also corrupt. It is a vicious circle & all the corrupts will go one way. The bottom line is that the fight of corruption in Nigeria should not be abated. Ribadu has done his best & let Farida Waziri do her best, it is posterity that will judge all of them if they have done well. As for me, Ribadu has been a man after my heart just like Col. I have to point out that majority of Nigerians do not understand the impact of corruption on our national (financial, emotional and economic..et al) and international status.

Furthermore, this history of corruption is a way of life in Naija. Especially when our so-called role models are 419ers, corrupt politicians and business men whose myopic interest is trained on personal goals and enrichement. Corruptionis like cancer - it has eaten deep into the bowels and strata of our nation and until the root cause is identified and destroyed - there can never be national progress.

For example, I went to the Nigerian Embassy in Ireland some years back to renew my Kpali and I had to pay 50 euros as bribery to the passport officers before obtaining a new passport - I was absolutely disgusted. The most painfiul part of it was that the ambassador was in the office and aware of this practice taking place. Now tell me, how are foreigners suppose to treat us when we do not treat ourselves with dignity?


Personally, I have lost hope in the Nigerian government and policy but hopeful that one day the country will take it's rightful place as the "GIANT of Africa. All of us that are in diaspora as a by-products of corruption have a responsibility to return to Naija someday and do our own bit - no matter how small.

Finally, I have to thank Mr Ribadu for trying to do the EFCC job according to what it says on the tin. May ALLAH reward you for your endeavours.

Nuhu Ribadu inspite of his shortcomings, while at the helm of affairs in EFCC, did very well by raising the consciousness of Nigerians on the need to fight corruption. It is evident now that EFCC is not biting much as expected by Nigerians, making Nigerians to reflect back on the days of Nuhu Ribadu with nostalgia. On the current drive by UNODC, EFCC and CSOs to entrench Asset Forfeiture Law in Nigeria, there is need to conscientise the public, which I believe should be the first step.

It is true that Ribadu made some errors especially in following the OBJ srcipt. He fell into the age old saying that he who pays the piper dictates the tune. He could not immediately recognise that once appointed to a position of such responsibility he owes his allegiance to the State and not an individual.
This has however not removed from the rare courage displayed by Ribadu in tackling the serious problem of treasury looting by our politicians. If Ribadu was allowed to continue Nigeria would have been a lot better as the propensity to steal and loot would have waned.
Going by the methods used to hound him out and the the wave of persecution, it is clear that the guilty were truly afraid. What they have now though is a temporary reprieve. Nimesis is a natural recur of nature which cannot be guarded against and which will always surprise the most wary transgressor.

I believe Nigerians at home and in diaspora should lunch the Ribadu fund. The fund should be partly used to look after him and partly used to fight corruption plus prepare Nuhu Ribadu for his next national assignment.

I seem to agree with Nuhu Ribadu as being used and dumped except that he as a human being equally made alot of mistakes. E.g. Obasanjo used this Man Ribadu to settle so many political scores against his opponents 'Termed Bad Eggs' if you not aligned to OBJ's third term agneda then you must be in EFCC net.. Look at how Ribadu was used to disqualify OBJ's opponents few weeks before election in Nigeria of which he Ribadu knows it was illegal to do so.. I just wish he resigned when he was shown the Red card initially being told to go to school. It is the corruption that Ribadu fought that has brought us down to this level and unfortunately, its getting worse. It is easy for us to sit down and critisize the man but I tell you, his job was not an easy one. He was hired by Obasanjo and you expect him to arrest the man? He would have been fired immediately and we would have gone back to square one. The trick in dealing with such cases is to deal with as many bad eggs as possible. All those who are castigating Ribadu, I dare them to name one, just one innocent person Ribadu charged or accused of corruption. As per Ibori and the rest you mentioned, they were all Governors and thus immune to prosecution. That was why Ribadu's strategy was to get them removed by their state reps then charge them like he did for Dariye and Alams. Unfortunately, I guess Ibori and Odili were too smart for him. Everyone know Odili was a big sharer of money in PH. So it was difficult for people to go against him. And immediately these people stopped being governors, the first thing they did in conjunction with the AGF was to remove Ribadu and replace him with Waziri.

Now in your honest opinion, is Waziri really fighting corruption? Can you say she is doing a better or even equal job to what Ribadu did?

In as much as I appreciate ambition, that too is dangerous when it is not keenly watched. Ribadu, you did some find jobs but I will not and can never accept in totality that you are not part of your failure. Like an observer mentioned earlier on this article, you were clearing the table with one hand and soiling it with the other.
You knew the people you dealt with. You were simply ive in your cleansing. You can not tell Nigerians that you know OBJ more than his wife. If mama Iyabo could state in her book how bad is OBJ and we all knew it yet you tried to to cover it so that you could keep your job that first you were not qualified, due to your 6 months double promotions. You were a political Machinery used by OBJ and in the game of such, your survival is your priority. You cared about that then and these are the after effect. A consequence you must accept. I am having been trying to bring foreign investment worth over $400 million into Nigeria but the investors keeps turning me down due to how corrupt the country is, that I had to lash on one broker that he shouldn't insult an individual, just because a nation is corrupt. Ribadu was a tool in Obasanjo's hand. He appears to be a genuine person but was not smart enough to know that he was being used. Ribadu could not function effectively even if he wanted. So long as wee are concern, ribadu is a disgrace, ask him how many people he paraded did the court convict and find them guilty apart from the ones who him and his boss the then president singled out to destroy either politically or otherwise.Ribadu knew what he wanted to do, if he had done it sincerely he would have been a hero in Nigeria, but the fact still remains that he diviated from what he came to do and daggled into politics, even to the extent that he gave himself power to choose who should context election or not even when those people have not been tried or found guity for the crimes he alledged they commited.so this is the area Nigerians are angry with him.infact some of us though he will be made an IG so he can change the police force not untill we found out that he was the same.We live here and we know what happened here in Nigeria, some of you living abroad might not understand the atrocities obansanjo used ribadu to commit.

The comment is not if he fought corruption, but how did he fight it?
It is said that he who comes for equity must come with a clean hand. Did Ribadu and his principal clean.
He was busy fighting the perceived enemies of Obasanjo and his party.

Another interview with Ribadu, it would seem that again, he has succeeded in covering his tracks with public sympathy, but I trust this is temporary. In my opinion, Ribadu is not a man of honor.

From my discussions with some officers of the SFO (serious fraud office) in London, When Ribadu sent details of Dariye (former Pleateau State Gov) and Alamesigya (former Bayelsa State Gov), the SFO welcomed this development with enthusiasm. During their investigation, they stumbled on other Nigerian Gov involved in looting and money laundery on a much larger scale, one of which was Odili, the SFO immediately passed these details to Ribadu but unfortunately nothing happened. This made them realise that Ribadu was using SFU to witch-hunt political opponents. As a result Alamesigya was released by the british gov. Ribadu then gave the public the impression that the gov jumped bail and escaped form britain, disguised in female attire, all right thinking people know that its not that easy to escape from the british authorities, hence I was not supprised when the EFCC's visa application to return Alamesigya to the UK for trial was turned down by the british high commission in Lagos.

We all agree that the last general elections that produced the current administration was all but "free and fair". This has set 160million Nigerians several years back. One of the major players in this electoral fraud was Ribadu. Ribadu went an illegal assesment of candidates, published a list of disqualified candidates and then went on to arrest and intimidate them. Shortly before publishing this fraudulent list, he made a speech where he mentioned Gov Akala of being corropt and not fit to be a governor! I (and many right thinking Nigerian) were suprised to see that Akala's name was excluded from the list. Ribadu also include the name of Mr Lanre Tejuosho, who has never been a government contractor or had any problem with the law or ever indicted or been involved in any fraudulent activity, Lanre's only offence was to try contesting the same senatorial seat with Iyabo Obasanjo. Going by the law establishing the EFCC, Ribadu (EFCC) has no power or jusrisdiction to perform such duties. Some of those onthe EFCC list immediately went to court to challenge the list and the court ruled in their favor and instructed the INEC to allow them contest, Ribadu realising that he had failed to prevent some of these people, waited till the eve of the election and arrested several of them, only to release them the following day, after the elections.

On several occasions Ribadu did not obey the orders of the courts and he was threatened on several occasions with bench warrant. Even the NBA (Nigerian Bar association) threatenend to discipline him. He held several interviews at which he openly abused and accused judges of corruption, I am suprised that it is the same court he now seeks refuge in.

Corruption is not limited to stealing money! Promoting a Police officer 2 times in 6months as against the rules of the police services commission amounts to total abuse of office and corruption in the highest level. Hence his willingness to satisfy the wishes of his boss!!

Ribadu has been asked to come and explain himself, instead he ran away from the country, using the same route those he persecuted used to escape Nigeria.

I am not saying Ribadu did not recover money from 419, but he failed to uphold his integrity, he perpetuated electoral fraud, he failed to expose those that have looted the country to the detriment of 160million Nigerians, he has contributed to an uncertain future for our children. As we have now realised from the global melt down and Madoff's of this world there are even bigger 419s in the US and developed countries so his success in arresting one emeka, bayo, musa is not spectacular but his failure colossal failure at breaking the institution of corruption in goverment brought about his downfall and he would have live with this!!

May I remind you of Col Umar, who was at the peak of his career when Babangida defrauded Nigerians on june 12. Whilst his fellow officers kept quiet and played Babangid's script, he voiced out his opposition and resigned from governemnt. Today Umar's hands are clean. Ribadu, as you lay your bad so shall you lye on it!!

Great Men like Idiagbon, Murtala, Ribadu cannot last in a corrupt setting because their positive efforts will be nullified by the offsetting behaviour of the negatives. Thank God he is still alive, but the victory of darkness over light is a very temporsry one, and the so called powers that be today should realise how ephemeral and transient power can be..someday somehow, there will be a day of reckoning, if not already here because of the loots were lost in the current financial turmoil..i know for sure because of my area of studies here at UniLondon centre for Financial Management. There will be a natural redress .

This is an interesting interview. However, you did not ask him the role he played in rigging this present government to power. Everyone knows that he was used to block all political opponent of his former boss, the most corrupt Nigerian, olusegun Obasanjo, on charges of corruption while he looked the other way when Obasanjo was getting very rich from corruption. Well, the new government is in place and part of the deal was to protect Obasanjo from prosecution (when Yar'adua was quoted as saying he will not probe Obasanjo). Therefore, the first task is to get rid of Ribadu because he has outlived his usefulness. When Nigerians were telling him of Obasanjo's insincerity in tackling corruption, he was adamant in protecting him. Its now payback time. I dont pity Ribadu.

actually ribadu's did an excellent job simply because he the level of corruption during his time is like getting from 100% to 50% analytically what do you expect if the man will be there for the next 2 tenures i think nigeria is gonna be perfect...may GOD reward him for the good things he did for the country

Please Dr Bassey iam really ashamed of your myopic interpretation of Nuhus Position, some ppl are just arm chair revolutionaries with alot of talk but no action.Nuhu deserves support for what he did to nigeria, do you think such a jewel will be left to roast by the free world! fighting corruption does not mean you will ide hungary,for human right to declare Nuhus life is in danger and world bank to give him an award, they will also be ready to protect him.People like so called Dr bassey are our problem in nigeria today.

When he return to Nigeria and back to the political stage some of these guys you are seeing today in the corridors of power will take to their heels even in their retirement and old age. Mark my word. The corrupt seems to be winning today. I guarantee you their joy will be temporary and shortlived. And to Ribadu, equip your self with knowledge and continue global networking with the cerebral and the influentials. Keep your peace, your stay in the UK is temporary. We need you.

It is quite unfortunate that Ribadu was appointed to do such a wonderful job under Obasanjo's regime. Obasanjo is a member of the corrupt clan in Nigeria. That is one of the reasons Ribadu was ingloriously removed.
